Financial constraints further compound the challenge for utility owners. A superior approach to completing large scale water main replacement projects is available and is being used successfully by more and more utilities who realize that a single, responsible entity is far more efficient and cost effective than other traditional approaches that require multiple owner contracts to plan, design and construct the project when in-house resources are limited. </p> <p> Integrated project delivery methods (design-build) are very well-suited for large scale, program wide water main replacement programs. With a master agreement in place, a single entity is responsible to plan, design, and construct the work under-pre-negotiated rates for engineering and construction and a mutually agreed upon schedule.
